we really have seen these debates play a very pivotal roll. romney got a bump after the last one. >> thank you. a forr bus driver convicted of intentionally driving into a building is expected to learn her fate today. 41-year-old teresa douglas drove her bus through the employee line at the bus lot last december. prosecutors say she posted on facebook the night before that she was done fighting and talking and was prepared to go to jail. douglas faces up to 53 years behind bars when she's sentenced today. a muslim advocacy group will launch its own ad campaign today in response to the anti- jihad ads put up in metro stations last week. the council on american islamic relations plans to reveal the ads today. st week a judge ruled metro must allow the ads to be put up

in several stations. the group says the new ads will promote understanding and challenge hate towards the muslim religion. a 4-year-old montgomery county boy lucky to be alive after falling nearly 90 feet from an apartment window. this happened at the park montgomery complex in silver spring last night. the window screen on the 9th floor apartment came loose. police are investigating if he was being watched or left home alone at the time. incredibly, police say the boy was alert and talking in the ambulance. the nationwide meningitis outbreak linked to at this pointed steroid shots -- tainted steroid shots is spreading. the number of cases jumped to at least 170. 14 people have died, including one in maryland and one in virginia. the shots came from a speciality pharmacy in massachusetts. state leaders are looking into whether the company violated its license. the company issued a voluntary

recall of the medication while the fda and cdc look into what happened. a liver problem is to blame for the recent death of the national zoo's 6 day old panda cub. the zoo's chief veterinarian says the cub's lungs were underdeveloped and likely didn't provide enough oxygen to the liver. the mother seems to be getting back to normal. yesterday she was in her outdoor pen and resting and sunning herself. the nobel peace prize announced today. >> it's been awarded to the european union for its role in uniting the continent. it was founded in 1957 with just six countries. it has expanded to 27 since the end of the cold war. the announcement today played down debt crisis which is plaguing europe right now. i first thought it was experience unlimited that got the prize, e.u., being from d.c. but it's not. >> you were going to get sugar bear on the phone.

does the nominee concede and the current president declared the winner, and has this ever happened before? marsha thanks for writing in. you would not believe how much research we did. it was like a team of people, pat, matt and myself, trying to figure out the answer to this. you would think it would be easier. i think the reason it's not that easy to find is because it's rarely happened. i couldn't find it once as far as the presidential nominee. did find something on the vice presidential nominee back in the '70s. we searched the rnc and dnc web sites and at the end we find the answer in those. just quickly, the dnc in their section one of their bylaws basically it says their responsibilities include filling vacancies in the nomination for office of president and vice president. on the rnc web site in rule number 9 it just speaks about filling vacancies in nominations and basically speaks about going back to the convention process and having

to nominate someone again and starting it all over again. but there's still many questions that remain and because of that, we are turning to a friend. professor lenny steinhorn is on the line from american university uc. i'm calling you in for double duty this week. good morning. >> good morning. how are you? >> i'm doing well, lenny. what an interesting question. the only person i could find caught up in quitting or having to leave the race, of course, was vice presidential candidate, the democratic v.p. candidate in '72. thomas eagleton. to your knowledge has anyone else ever quit and can you tell us more about eagleton? >> i think so many people want to be in those positions, that it's unlikely they want to quit. eagleton was sort of a last minute choice by the nominee

george mcgovern. they didn't do a lot of apparently that morning, mcgovern said let's go with eagleton. then the drip, drip, drip of stories began to come out of all the research that had been done on him that he had had seous psychological issues. he had been psychiatric care, gotten shock therapy. even though he was fine after that, it was too much for the political culture to tolerate. so they took him off the ticket. he resigned from the ticket. senator mcgovern then chose sergeant shriver as his choice. you have to go through the party, though, to get somebody to replace somebody on the ticket. this is the party's nominee. therefore, the party has to approve whoever might replace somebody. >> interesting. now, so the vice presidential candidate, so in this case, looking at the gop, since he's the contender here, if mitt romney said, i'm done, i don't want to run, if wouldn't

automatically be paul ryan, you'd have to go through the process again? >> right. because paul ryan was nominated to be the vice presidential candidate. it's not like succession in the presidency, where the vice president by constitution assumes the presidency. so the party has to nominate somebody. they may nominate paul ryan, and may not convene the convention, but to hold a mini group, let's say the steering committee, executive committee, and be able to do that or seek affirmation from their rank and file. the bottom line in a crisis situation like that, where the unsuspected happens, the party has to move quickly. also because they have to make sure the right names are on the ballot. >> that was my last question. what about the mail absentee or professional ballots, if it's that close, might have the other person's name on it. >> i don't know how the law would judge this. presumably they could say, well, this is the republican ticket. somebody is voting for. on the other happen, they may say, no, if mitt romney is on
